Joep is almost blind, but does not need to go to a special school

Because of a rare disease, Joep of 11 has been able to see very little since a few years. He could have chosen a special school for blind children. But Joep wanted to stay at his old school and with some extra help, so can.

It is intended that all children, like Joep, can go to the same elementary school. Appropriate education is called that.

That sounds like a good idea, but it doesnt work well everywhere. Children who need additional help are sometimes refused at schools. Some children do not even go to school at all.

New plan

To ensure that every school can provide such appropriate education, the Minister of Education has made a plan. It contains 25 things that the minister is going to change. This means that schools should be able to provide better appropriate education.
